tried to get this to work several times,following instructions but cannot get communication network to centralize.Is there a scenario that uses a centralised system so that I can look at it?
using 3.6

Harpoon builds its comms networks with postures after the game clock starts. So if you're looking at your build before it won't seem right.

Think Soiree in the Med may have been a good example as well but with ships only.
